Any made plan identifies a number of variables that aids the success of that particular plan. However, obstacles, barriers, or pitfalls may influence the success of a plan prior to the expected results (Krueger, 2002). This paper seeks to identify and describe such influencing factors, and further highlight factors affecting those obstacles, barriers, or pitfalls in the context of solutions to lack of access to health care. The formulation and implementation of a plan must occur within a specified time frame. Health care services are crucial in upholding the welfare of society. In order to fully address the lack of access to health care and consequently provide sound solutions, health care planning must be properly considered. Failure to observe the time frame set for the required plan and aiding activities, aspects of failure emerge and the final expected results may not be realized. Resource and resource allocation in the health sector Health care access for all necessitates that all required resources, funds, and finances be put in place.
Allocation of these resources is further needed to be effective and efficient. Achieving this is a challenge, and many health care projects have failed in the step where the efficient and effective allocation of adequate resources is required. Many times, the resources available for health care purposes are inadequate, given that health is expensive to maintain (Birmingham Central Literary Association, 2007).

Technological constraints in health care organizations Technology is an indisputable component of any given plan, especially in contemporary times. Technological constraints emerge due to failure to adopt modern technologies or in cases where the technology in place is not effective and /or efficient given the plan being implemented.
Health care organizations make attempts to formulate and implement interventions that aided in solving health care problems. Technological constraints experienced by the various health care practitioners and stakeholders limit the scope and potential of these organizations in their bid to promote access to health care. Knowledge and skills of the health care stakeholders Formulation and implementation of policies tailored towards addressing an issue in the health sector require a special workforce that oversees every step towards the success of the proposed project/plan. Skilled and knowledgeable manpower is required in order to operationalize the entire planning process and consequently manage sub-activities that are finally combined to a successful health plan.
Although the skilled personnel in the health sector are competitive enough, the personnel may not adequately meet the demands of the entire sector. Health care interventions are crucial in addressing the matters proposed in the plan, but the fact that such interventions take long to materialize constitutes a significant problem in the success of the plan (Lewis & Spicer, 2008). Obstacles, barriers, or pitfalls that influence the success of a plan can also be influenced by other factors emerging from within or without the health care context.
These influencing factors include poor decision making, lack of adequate data and information, failure to observe duties and responsibilities, biased resource allocation, over expectation of desired results, legal frameworks, and poor management of successful health interventions. One or more factors among the listed determine the magnitude with which obstacles, barriers, or pitfalls impact the success of the proposed project/plan.
